    Yes, emp id is just an example ..In OKTA you can customize "Application Username" Okta allows sending profile attribute you prefer. If Okta App Username and Fed id ( Salesforce ) matches user should be in. In your case it should work.

    Yes, unless Sales force allows using same fed id on multiple user profiles. You will be able to use same emp id on OKTA profile but on Salesforce end you might see an error reusing same fed id.

    You said the same "emp id" on OKTA, were you referring to Federated Id?

    There cannot be users with the same Federated Id in Salesforce. I was wondering if this is the same in Okta.

    OKTA looks for unique user name. For this scenerio- you can have different people in OKTA (unique user names) but with same employee number for example and then in the profile mapping map that employee number to the fed ID you are using on the sales force side.
