    What we had done in our environment was force everyone to enroll. We just made sure we had Factor Enrollment set to everyone and set enroll to if user's IP is Anywhere then Enroll in MFA the first time a user signs in.

     

    You may not like this so Reports > MFA Usage has some data you may find useful, but it even contains users that are deactivated.

     

    I believe our Account Rep was able to pull some data for us on their end via Tableau. They had an MFA section that showed Total Users Enrolled, but it was just a number so I'm not sure how the numbers are being calculated.
