I know you can create rule to disable the app based on a particular zone, but the user can still see the app on their app page. Is it possible to hide the app based on a zone?

This would be a good Enhancement request, where applications are displayed in dashboard, not just based on assigned rules but also based on sign on policy or an ability to customize message, instead of saying you cannot access based on a policy set by the administrator
Currently this is does not look like an option.

Thank you for posting your inquiry to Okta Support Community Portal.
Currently, this functionality is not available in Okta, however, this sounds like a good enhancement to our Dashboard.
If you would like to see such functionality in Okta, the best route to pursue this is via a feature request. The best way to file feature requests would be from the Community site.
In the Community page, you can post an Idea which will be reviewed and can be voted on by other members of the community. Any subsequent updates to your idea will announce you via email.
To create a feature request, click on "Product" menu >> "Ideas" at the top of your screen, and then go to the upper right side of the screen and click on "Post Idea".
