I am creating a saml IDP in okta. there is option to upload IdP Signature Certificate. Should I generate a public and private key and use the public key as IdP Signature Certificate?

Hi Gupta,
The IDP Signature Certificate is a certificate in a .cert format that you get from your IDP that needs to get uploaded to Okta, which in this case acts as the Service provider. Once uploaded, you receive your Assertion URL and Audience URI and you use those with your IDP to sign in.
If the Certificate is not in the required format, in most cases it is very similar (.pem/.cer) and all you need to do is modify the extension.
