I want users to be able to change their Phone Number in their Okta Profile, which then in turn updates AD, but can't figure it out. I have made mobilePhone and TelephoneNumber READ WRITE, and set to Inherit from Okta. Also set it so they are mapped to correct field, but I can't get it to update AD with the correct information.

The only method in which we can push information to AD is by going under Directory -> Groups -> Select an OKTA group (any kind besides AD) -> Manage Directories -> Add the AD in which you want to push the info.
I strongly recommend doing a test before hand with a test group to be sure it doesn't cause other issues. If you are encountering difficulties, please feel free in opening up a ticket with Okta Support and we'll gladly help you out with this configuration.
