I have been advised to create an okta account before I join my company's slack/okta account: https://newregency.okta.com/. But when I go in to sign in, it won't allow me to.

Are you trying to register an account from https://newregency.okta.com/ ? Currently is not configured to do so, but you can add one from the UI as an administrator.
Can you please provide us the steps which were provided. In order to authenticate to Slack, your account needs to be provisioned/ assigned to Slack application from Okta. Verify on the assignments tab for Slack if your account is added.
