I have been advised to create an okta account before I join my company's slack/okta account: https://newregency.okta.com/. But when I go in to sign in, it won't allow me to.

Unfortunately, in this scenario, since the company is not allowing sign up, my request would be to try and contact one of the administrators on newregency.okta.com. They should help you from there on creating an Okta account and login into your company slack.
