It is not case sensitive. The following two ID's would be the same:

Pull up a user's profile as an admin in your Okta org. You'll see the user ID in the URL. Change the characters to uppercase and you'll see the URL still resolves to the same user.
To my knowledge, all the Okta ID's are displayed in lowercase: user ID, group ID, app ID, etc.
