We currently have one Okta org with internal and external users. This has become a nightmare for IT to manage users and a security issue for our development team. I would like to split our org into two (internal and external). Is there anyway I can federate between the two orgs?

Yes. Get a second Okta org and then use the "Okta Org2Org" app. The app supports SSO with SAML from one Okta org to the other. And it supports provisioning, so you can push users and groups too.
I’ll take a look at this and implement it if it makes sense.
