Does anyone know how to make the "Authentication Servers" (Security --> API --> Authentication Servers) tab available in an Okta instance?

You need "API Access Management" enabled for the Okta org. Okta will enable this for preview orgs (*.oktapreview.com), but you have to pay Okta to enable it for a production org (*.okta.com).
