We recently announced Okta to our organization and I'm trying to determine the best way to monitor how many users have logged in for the first time. I've looked at the Okta Usage section on the dashboard and the number of users that have never logged in does not match up with the Okta Usage Report I downloaded.

Once had the same issue and Okta support trigged their backend data collection job by my request to get a proper data of Okta Usage. After that the best way is to check 'number of logins' from Okta Usage report for period not longer than 30 days (that is the limit, so active users count will be the same for any longer period).
