I've just recently setup an Office 365 federation and went to import users. When I attempt to import those users, I get a response that 0 users were scanned.. I have over 400 users in my org and each user has an immutable ID.

Are you importing users into O365 from Okta (provisioning, etc) or are you importing users into Okta from O365?
Sorry for not being specific, I am importing users to Okta from Office 365. The Office 365 instance is using Azure AD not on prem AD.
