I want to be able to provide a user with access to the Okta applications in my domain but if that user logs in, I'd like an email (or perhaps some other notification) to be sent to a list of people. Is that possible?

Functionality is not available in Okta. The available email notifications can be found under Settings > Account > Admin Email Notifications.
You can submit this as a feature request under the "Ideas" section. There's a lot of requests for email notifications for many different things, but I didn't see one for user logins.
You can also impliment a custom solution. You can use the Okta API to monitor for login events and have your own systems provide a notification.
