    Is the URL the same for all users, or is the URL unique for each user (like with a query parameter to identify the user)? If the URL is same for all users, then you can probably create a bookmark app. Login to the Okta admin console and navigate to Applications > Add Application > search "Bookmark App" > Add. You can put in a static URL and it won't perform a SWA login or SAML login. Just sends you to the URL specified.

     

    If it's the case that the URL is unique for each user, then there is no functionality in Okta for an app to direct users to different URL's. For the most part, each app has a static URL. If the URL is unique for each user, another option to consider is having each user add the app themselves as part of self-service. Maybe just write up some instructions and send it out to users.
