Adding another Factor to MFA

We already use an on-prem RSA instance to enforce MFA.

I want to give users the option to use Okta Verify.

I have enabled it for in multifactor for a specific group of test users, but they still only get prompted for their RSA token.

How do I make it so they can choose which Factor they want to use?

    If a user is already enrolled in a factor and the remaining factors available to them are all optional, they will not be prompted to set up their factor automatically. Instead, they will have to go to the "Extra Verification" section of their settings page and enroll in the desired factors.

    Once they have successfully enrolled, they will have a drop down list when prompted for factor and can select the one they prefer.

    OK, further to this.  How do I prioritize factor enrollment for new users?

    Okta Verify is available to all, but we tell users our "supported" MFA is RSA.  New users are being prompted to enroll in Okta Verify first, which confuses them.
