How can I tell in my Okta Org how many users have MFA configured? Is there a report I can run?

Closest and should suite your needs is 'reports' - 'MFA Usage'. Will only show users that have used (configured) MFA.
I agree with Kamil. Get an up-to-date report is a challenge because, post registration, a user may have lost or replace their phone and never re-registered for MFA (until it's needed again).
