    You can change your tenant Billing Contact from your Okta Admin Console -> Settings -> Account -> Billing Information. So the only thing you need to do is to add the 2nd person in Okta, promote to Super Admin and set his account as the Billing Contact.

     

    This is what can be done from inside of the Okta tenant. For more precise and detailed information, please contact your sales representative.
