Does anyone know of a way to have Google mastered Okta groups that can be selectively imported? Or is it all or nothing? Basically we want people to be able to manage the members of their own Google Groups, and have some of those groups replicate to Okta, but we definitely don't want those users to be able to manage Okta groups directly.
I haven't found much documentation on the relationship between Google Groups and Okta Groups.

Check the Okta docs for Using Group Push in the Using G Suite as an example section.
As far as the current integration goes, it does pull all the G Suite groups regardless of configuration, this functionality is in a feature request state currently and an Ongoing Idea on the support portal, this would be for group filtering and granularity, if it reaches enough community support it gets on Engineerings radar and up for implementation.

I would really like to understand the G Suite Group Pull capability of Okta. Currently all of our Google Groups in Okta are empty, It would be great to understand how to populate them with their representation in Google.
Seperately, it would also be great to use a G Suite group pull as a baseline and then be able to switch Okta to become the Group/List master.
