Is it possible to update the locally cached credentials of Okta through VPN or any other service?

It depends on where and how you're caching credentials, how they're inputted in the first place and in which format. If you're caching them, it's not going to be through Okta, which means that it depends on your environment to be compliant to your request. As a general rule, we do not cache credentials of any kind.
