I cannot find the application in the application list in Okta admin console. But there are users who can find the chicklet in their dashboard. How is this scenario possible ? Is to due to the browser plugin . Can someone please elaborate the concept ?

I suspect this is a result of apps added by the end-use via self-service. Okta has managed apps and also has a feature for end-user's to add apps to their own dashboard themselves.
You can verify if this is the case with your org and turn off self-service if you desire by navigating to Applications > Self Service > Settings.
You can see a list of apps that have been added via self-service by navigating to Applications > Self Service > Usage.
