Jame's hints are giving you all you request.

NOTE: Okta licensing model has evolved into a more flexible approach to leverage Okta LM as part of a cost-reduction feature.
As you can see as per Jame's comment, you should be able to find the way to get the report easily and extract all info that you need.
On the other hand, if you feel that Okta UI is not bringing up enough value for you, I would recommend you to have a look on an API approach to squeeze Okta Services.
Anyway, UI Team use to deliver things requested via Ideas or discovered on Support Cases.

To be clear... My comment is about the lack of visibility into how many Okta user licenses we are licensed for, in relation to the number of licenses we are currently consuming (listed in the UI). We can't see it, support can't see it, sales couldn't see it. Our rep had to look it up (probably from our contract).
The people Tab should show a 'remaining' count of licenses, so we know how many we have left, and when it changes... or at least have it listed in a Licensing/Billing tab without having to resort to getting Legal or AP to send you a copy of the contract/bill. Okta uses Zoom... have one of your Zoom admins show you https://zoom.us/billing/plan, and you'll know what I'm talking about.
Note: We're currently awaiting additional licensing to be applied. To say 'Monday', isn't the same as checking the GUI every hour and seeing the number of remaining seats change so you know you can import the remaining 300 users.
If the OP's question was about licenses in apps down stream of Okta, then... In the reports, apps, and applications sections... None of them have the actual number of assigned users visible in the GUI in a usable way (see the groups sections). To have to resort to the API to answer 'How many licenses are currently assigned in app x', is out of line with the level of capabilities in the rest of the product. We should be able to check the App in Okta's admin interface and see that readily. Better yet, on the list of apps it should call out 'x of x' when known, like '231 of 250' or '303 of unknown' when there's no license cap entered in Okta for an app.
... and to be clear on the downloading of CSV's in reports... unless something has recently changed, there was no report to tell you any of what I asked for above. The closest you could get was how many users had logged in over a period of time... this is not 'how many users are assigned to this app right now'. People keep trying to conflate those two things on Okta's end. They are not remotely the same thing.
