    If you are referring to the O365 federation, any user whose primary email is set to the federated domain will not be able to bypass the SSO.

     

    For example, I have abc.com federated:

    User1 has their email address user1@abc.com, he won't be able to access O365 unless they go through SSO

     

    IF user1 has their email set to user1@abc.onmicrosoft.com then the federation will not affect that user, but the email address will no longer work either.
