    The steps can be found here (https://docs.microsoft.com/en-us/internet-explorer/ie11-deploy-guide/enable-and-disable-add-ons-using-administrative-templates-and-group-policy) in the "Using the CLSID and Administrative Templates to manage group policy objects" section. You will have to automatically install the toolbar which I assume you are already doing and then configure a GPO to enable these specific add-ons.
