What does "User personal" under Scope do for a custom attribute for an app?

I'm adding some custom attributes to a user's profile within an app. There is a "Scope" section with a check box for "User personal" What does checking this checkbox do to the attribute? 0EMF0000000DYYq________________________

"The Scope property determines whether the attribute you are adding can be assigned at a group level or just per user. If you would like your admins to be able to assign a value for this attribute at a group level, don't check the User personal checkbox"

    Please elaborate Drew. Most of the docs say "Note: Scope (optional): If you check User personal, the current attribute will be available once you assign the user to the XYZ application and will not be available once you assign the group to the app." 

     

    What does that mean? Does that mean the User personal attribute is only available when the user has been assigned to an the XYZ on an individual basis? Ie. If the user was assigned to the XYZ app because they were in a group that was assigned to the XYZ app and they as an individual were not assigned to the app, the attribute would not be available. Is that correct? If so what happens when both the user and the group are assigned to the app? 

     

    Finally, what does it mean for an attribute to be available? Does that mean it can be edited in the user profile? If such an attribute was available, then became unavailable, would SSO and SCIM applications still send this attribute and its value to the associated SP?

    Is it possible to edit the scope of a custom attribute? I have custom attributes that say scope:None. I would like them to be personal attributes but they are defaulting to group attributes.
