    Thanks for posting on the Community.

     

    Currently Azure Active Directory does not support the creation of External Accounts via API or Powershell and, as you've found, creation through the UI is currently the only way.

     

    It's a trending topic on the AzureAD Improvement forum at https://feedback.azure.com/forums/169401-azure-active-directory/suggestions/11446854-allow-adding-users-from-primary-azure-ad-to-second 

     

    As a result, unfortunately Okta is unable to provision external users into AAD today, only fully fledged user accounts. Are the resources you're describing able to be associated directly with Okta, allowing you to save the double hop and manual creation process?

    Hi,

    I thought about putting them directly in Okta but these are external users bringing MS resources already assigned to their accounts. I can add them to my Azure AD manually as external MS accounts (which I'm guessing is doing some federation in the background) and then assign resources to them, but I'd much prefer to be able to do that in Okta.
