That would be an enhancement request. You can do so here:

If you want to use Okta's RESTful APIs, you could create your own dashboard for your users and set any background you'd like. This would require a fair amount of effort/coding, but it is an option.

This is something we also would need. The current dashboard is so plain and we need to spice it up. Was this enhancement already requested?
