There is an EA feature that allows you to perform granular imports from Active Directory. Create LDAP syntax queries to selectively import users matching the criteria that you specify : https://technet.microsoft.com/en-us/library/aa996205(v=exchg.65).aspx
Caution: Changing the default filter queries can result in deprovisioning users. To avoid unintended results, Okta strongly recommends that you test these filters in your preview environment to make sure that the results match your expectations.
