    I answered my own question. It appears that the "Free" account does not have the self-service dropdown under "Applications". I was able to find it in my paid account. You can get there in the "Free" account by going to the URL path /admin/apps/self-service

    This is quite easily done. If in the Admin interface you go to the Applications, Self Service and then switch off the "Enable self service application assignment" as below.

    This does not appear to be available anymore. Is there still a way to disable adding apps to our users?
