Download all users and group from Okta
How I can download data about all existing users with their permissions and all groups with members and assigned software?

The data you wish to download is not to be found in one place, but it needs to be compiled. Most of it will be found in Reports, and System Log, where you can use certain key words in order to generate the custom reports you require. Regarding the users pemisions, the only place you can find the information is under Security > Adinistrators.
