passing attributes into RolePoint
If I want to pass attributes in addition to username into RolePoint, do I need to create a custom app config versus using the RolePoint Okta-verified app?

You can create a custom App using the AppWizard and if the Service Provider supports passing attributes through SAML, you can go that route.
