Windows Okta Verify Bluetooth Enrollment Failure Due to No Radio Control Access
Multi-Factor Authentication
Okta Identity Engine
Overview

This article regards one situation that may prevent Bluetooth enrollment of Okta Verify on Windows Devices. During an attempt to transfer an Okta Verify enrollment to or from a Windows device, an error that presents generically as a "Connection Issue", instructing to "Please start over and try again", might be encountered.

Applies To
  • Okta Identity Engine
  • Windows Okta Verify
  • Bluetooth Enrollment
Cause

One reason for this may be that the Windows device that is attempting to utilize Bluetooth to enroll Okta Verify does not have Radio Control Access enabled either through user configuration or GPO. When viewing the event logs for Okta Verify, as instructed in this article, a message similar with the one below can be seen, which states:

[WindowsBluetoothRadioStateManager.GetBluetoothStateAndRadio]: Failed to find bluetooth radio. Exception: Access to bluetooth radio denied. Status: DeniedByUser..

Solution

If this message is seen, check the Radio Control Access settings for the device. These settings can be found in the Privacy & Security > Radios setting, or from the Run menu ([Windows] + R) with the command: ms-settings:privacy-radios.

In these menus, please ensure that the Radio Control Access option is enabled for the device.
