The HR app's System for Cross-domain Identity Management (SCIM) Implementation is considered an HR-as-master or Inbound Provisioning. This means that the HR app is the system of record and does not allow creating, updating, or deleting users from the SSO Provider (for example, Okta) to the HR App. It will only allow import and updates of users within the SSO Provider via the HR app's SCIM API.

Users should be assigned to the HR app only through an app import. A provisioning error will appear if users are assigned to the HR app manually or via groups.
