Overview
The Okta admin is not able to click on the Add Integration button for the NGINX as API Gateway app. The button is grayed out for all Okta super admins.

Cause
The NGINX API Gateway application in the OIN catalog is just a placeholder, not a real application. It is placed there to be visible for Okta Admins, indicating that the Okta NGINX integration can be created.
