Solution
The message "This role cannot be further constrained and will be active for the entire org" is simply an acknowledgment stating that the Super Admin role has privileges to all resources in one's organization and cannot, for example, be constrained to a specific group or application within the tenant. The message is expected to appear.
Assuming one does wish to grant a user access to everything within the tenant, to continue, please click on the Save Changes button at the top of the admin role page.
