Provisioning to ServiceNow is not working due to IP blockage. This article explains how to get a list of Okta IP addresses to be allowlisted at the application side for Provisioning to work.

1. Refer to this article How to Find Where a Tenant/Cell is Located to find where the Tenant/Cell is located.
2. For example, if the tenant cell is OK19 US Cell,  it would be the IP Addresses/Ranges listed in the us_cell_19 section in the Okta IP range allowlist.

3. After adding the correct Okta IP addresses to the allowlist at the application side, attempt the provisioning tasks.
