Users provisioned to Microsoft Office 365 from Okta may be missing onmicrosoft.com proxy address

Cause
When the Exchange licence is assigned to an account, Microsoft creates the onmicrosoft.com email alias as one of the proxy address if it detects the account is in sync with an external IdP (or on-prem AD).
If a new user is provisioned to O365 from Okta assigning the Exchange license at the same time, Microsoft does not yet see the account is in sync with an external IdP, and does not create onmicrosoft.com proxy address.
Solution
Workaround is to provision a user from Okta without assigning the Exchange licence, wait for 5 minutes, and assign the licence.
For an existing user missing onmicrosoft.com proxy address, remove the Exchange licence temporarily, wait for 5 minutes, and re-assign the licence.
