Okta Resource Collection Campaign Fails with No Reviews When Users Lack Resource Collection Assignments

Okta Classic Engine

Okta Identity Engine

Overview

Resource Collections group applications, entitlements, and groups so administrators can assign them to users as a unit. To review collection access in an Access Certification campaign, assign users to the Resource Collection before launching the campaign. A direct application assignment does not automatically create a Resource Collection assignment. If no matching collection assignments fall within the campaign scope, Okta displays the campaign has no reviews error message in the dashboard.

Campaign has no reviews.

Error

Applies To

  • Okta Identity Engine (OIE)
  • Okta Classic Engine
  • Okta Identity Governance (OIG)
  • Entitlement Management
  • Access Campaigns

Cause

Collection certification reviews Resource Collection assignments that match the campaign scope. Assigning a user directly to an application does not create a matching collection assignment. If no collection assignments match the selected scope when the campaign launches, Okta generates no review items.

The Campaign has no reviews message confirms that the campaign has no review items. It does not identify the underlying cause. This article covers the case where users have application assignments but no matching Resource Collection assignments.

Solution

How is the Campaign has no reviews error resolved for a Resource Collection campaign?

Assign users to the Resource Collection included in the campaign scope before launch.

  1. Check the campaign scope and feature

    • For a user campaign, include Collection in the resource scope. For a resource campaign, select the target Resource Collection.
    • In Settings > Features, enable Certify resource collections – user campaigns or Certify resource collections – resource campaigns, as applicable.
  2. Assign users to the collection

    • In the Admin Console, go to Identity Governance > Resource Collections.
    • Select View > Assignments > Assign users, select the users, and select Save.
    • Alternatively, create and enable an Access Requests condition for the collection. Assign approvers to the Okta Access Requests app, then confirm the approved assignment appears under Assignments.
  3. Preview before launch

    • Use the Preview reviewer during campaign setup to check reviewer assignment.
  4. Launch the campaign after confirming the Resource Collection assignment appears in the campaign scope.
