Overview
This article provides a possible solution if, during the Okta RADIUS agent upgrade/installation to version 2.25, the installation fails with the error:
Could not create WebView2. Error code: 80070002.

Cause
The error indicates that WebView 2 is required, but it can not be found on the device.
Solution
The Microsoft Edge WebView2 Runtime is not pre-installed on all Windows Servers, and it must be manually installed on the server.
