Overview
If an OpenID Connect (OIDC) application is being used and there is a need to allocate an admin role capable of accessing the application's information, assigning either the Read Only or Application Administrator roles will not provide access to the Okta API Scopes tab.

Cause
Read-Only Admins or Application Admins cannot see this tab, and for security reasons, it is exclusively visible to Super Admins.
