Solution
Okta ISV Portal App is a system app that allows the ISV portal to make calls against a few Okta APIs.
It is an invisible app and was included as part of the 2023.03.0 preview release.
ISV (independent software vendor) portal allows submitting applications for Okta Integration Network. This is the portal link: https://oinmanager.okta.com/.
