Okta Integrator Administrator Is Redirected to the Admin Console When Accessing the End-User Dashboard

Overview
When an administrator attempts to access the Okta End-User Dashboard directly, Okta prompts for Okta Verify and redirects the session to the Admin Console due to default administrator routing. Resolve this behavior by accessing the dashboard through the Admin Console UI or adjusting the authentication policy. When attempting to access /enduser/settings or /app/UserHome directly, Okta prompts for Okta Verify. After verification, Okta redirects the session to /admin/home. Subsequent attempts skip the verification request but still redirect to /admin/home. After a short period, Okta prompts for verification again.

Cause
This behavior occurs due to a collision between Admin Session Policies and Default Administrator Routing. Okta treats administrator sessions differently than standard end-user sessions. The Okta Admin Console sign-on policy governs administrators, which often requires step-up Multi-Factor Authentication (MFA) and enforces aggressive idle timeouts. When an administrator accesses the End-User Dashboard directly, Okta pauses the request to enforce the strict policy and prompts for Okta Verify. After successful authentication, Okta assumes the administrator intends to perform administrative tasks, drops the original destination, and routes the session to /admin/home.
Solution
How does an administrator access the End-User Dashboard correctly?
The ?fromAdmin=true query parameter is an explicit override built into Okta. This parameter instructs the Okta routing engine to suspend the automatic Admin Console redirect. Access the End-User Dashboard using the built-in link to suspend the automatic Admin Console redirect.

Navigate to the top-right corner of the Admin Console.

Adjust the Okta Admin Console authentication policy.
A Super Admin can adjust the session lifetime or prompt frequency to reduce the number of Okta Verify prompts.
