This article explains that Okta FastPass is an exclusive feature of the Okta Identity Engine (OIE) and is not available in Okta Classic Engine environments.

Solution
Okta FastPass is exclusively available as a feature within the Okta Identity Engine (OIE). The underlying architecture required to support FastPass does not exist in the Okta Classic Engine. To utilize Okta FastPass, an organization must migrate from Okta Classic Engine to OIE. For information regarding an upgrade to OIE, contact an account executive.
