Okta Custom Telephony With Twilio Generates No Voice Feedback

Overview
Okta does not generate voice verification feedback during custom telephony verification routing through Twilio because the integration uses the Twilio Verify Fraud Guard API, which only supports Short Message Service (SMS) feedback. Administrators must avoid using voice as an authenticator or configure a telephony inline hook or event hook instead. When attempting to use custom telephony with Twilio, the voice verification feedback fails to generate.

Cause
Okta uses the Twilio Verify Fraud Guard API for verification feedback. This Application Programming Interface (API) exclusively supports SMS and does not support voice channel feedback.
