Solution
How does Okta evaluate inactivity for users who have never logged in?
Okta Automations that use the User Inactivity in Okta condition determine inactivity based on the lastLogin date attribute of a user. If a user has never signed in, the lastLogin date is null. In this scenario, Okta uses the account creation date to evaluate the inactivity period. Okta evaluates accounts for newly created users who have not yet logged in for inactivity from their creation date. If the specified inactivity period passes without a login, Okta includes these accounts in the configured automation action. Okta does not use the modified date or other profile attributes to determine inactivity. Okta relies solely on the lastLogin date or the account creation date if the login date is unavailable.
