This article explains what happens if an enrollment policy contains the "User is accessing - Okta" setting.

Solution
This setting refers to accessing the Okta Dashboard, not Applications.
Otherwise:
- Select Any Application to apply this rule to all applications that the end user can access.
- Select Specific applications to manually enter the applications affected by this rule.
