Overview
Users are intermittently redirected back to the Okta dashboard when trying to authenticate to Jenkins via a Security Assertion Markup Language (SAML) integration.

Cause
Jenkins may not always redirect users to the default user portal unless a default relay state is specified in the Okta SAML configuration to supersede the application redirect.
Solution
To supersede the Jenkins redirect process after successful SAML authentication, add the Jenkins user dashboard URL as the Default Relay State within the SAML application integration in Okta.
