Cause
Salesforce launched a new option to connect the users to servers, which is called Salesforce Express Connect, which creates questions like "Is Okta compatible with this feature?"
Solution
Okta does not rely on SEC to create provisioning between Salesforce and Okta. Instead, Okta connects directly to the APIs (for Salesforce) via oAuth credentials after the setup of Salesforce via Okta's Integration Network (OIN).
