This article covers how to send an Activation link to both the Primary and Secondary email for a user when Passwordless Authentication flow is used.
Typically the Activation email is only sent to the Primary Email address.

Passwordless authentication only generates an email for the Primary email address if the user Group is added on the Add Person page and the user is Activated immediately.
If an Activation email needs to be sent to an External email address, the activation of the user would need to be delayed. The Passwordless Authentication rules would already be setup at this time.
- Log onto the Admin Console.
- Navigate to Directory > People.
- Click Add Person.
- Provide the Primary and Secondary email for the user.
- Add the Group that has the Passwordless Authentication rules applied to it.
- Under the Activation select Activate Later.
- Click Save.
- Refresh the screen.
- The user should show with an Activate link present under their status.
- Click Activate to have the activation link sent to both the Primary and Secondary email addresses that were listed.
