Overview
This article clarifies why the Everyone in the organization option is unavailable when configuring a requester scope for Okta Identity Governance (OIG) admin roles. When a user attempts to create a new condition for Okta admin role access requests, the Everyone in the organization requester option appears grayed out and cannot be selected.

Solution
When configuring conditions for Okta admin roles, only Specific groups are available for selection as requesters. The Everyone in the organization option is only available when configuring conditions for other Non-Admin Roles/Applications.
