Overview
Github Enterprise Cloud-Organization provisioning flow fails with the following error visible in the Okta dashboard:
Automatic provisioning of user <username> to app Github Enterprise Cloud - Organization failed: Error while creating user <username>: Forbidden. Errors reported by remote server: Unable to provision user. The organization <org name> has no available seats. Purchase more seats and try again.

Cause
User provisioning is failing because organization <org name> has no available seats on the Github tenant.
Solution
- Ensure that a sufficient seats exist on the GitHub tenant where the user is provisioned. To check the available seats, please contact a GitHub Administrator or GitHub Support.
- Then, attempt the user provisioning again. Go to the Okta admin Console and navigate to Dashboard > Tasks. Any failed assignments should appear under Tasks.

After identifying the failed task for the user that should be retried, click on Retry Selected.
